In Russia, the Central Bank of Russia (CBR) is the sole regulator. Brokers with CBR licenses must comply with capital requirements, client fund protection rules, and reporting obligations. Trading with an unlicensed broker exposes you to fraud, withdrawal issues, and no legal recourse.
Step-by-Step Verification Process
Step 1: Identify the Broker's License Number – Every regulated broker displays their license number on their website footer or 'About Us' page. For Russian brokers, this will be a CBR license number (e.g., No. 1234-В). Write it down.
Step 2: Visit the Central Bank of Russia Website – Go to cbr.ru and navigate to the 'Financial Markets' or 'Register of Forex Dealers' section. The CBR maintains an updated list of all licensed forex dealers operating in Russia.
Step 3: Search for the Broker – Use the search function to enter the broker's full legal name or license number. If the broker appears, their status (active, suspended, revoked) will be shown. If they are not listed, they are not regulated by the CBR.
Step 4: Cross-Check Details – Compare the broker's registered address, license number, and contact details with the CBR register. Any discrepancy is a red flag.
Step 5: Check for Additional Licenses – Some brokers also hold licenses from CySEC (Cyprus), FCA (UK), or FSA (Seychelles). While these are valid, they do not replace CBR regulation. For Russian residents, CBR regulation is the most important.
What to Do If the Broker Is Not Regulated
If a broker claims to be regulated but is not on the CBR register, do not deposit any funds. Report them to the CBR if possible.
